Aliyah Mortgage Benefits: What New Olim May Actually Receive
“Aliyah mortgage benefit” can refer to several different things. Separate purchase-tax relief, Ministry housing eligibility and ordinary bank financing before planning the purchase.

1. Purchase-tax benefit
An eligible new oleh may apply for a one-time reduced purchase-tax treatment for a residential property used by the oleh, within the statutory eligibility period. The current calculator models the post-2024 qualifying sole-home scale and falls back to the ordinary sole-home scale above the benefit cap.
2. Government housing-assistance eligibility
The Ministry of Construction and Housing operates eligibility-based mortgage assistance. Registration is handled through mortgage banks, information is checked by the Ministry, and an eligibility certificate describes the approved assistance, conditions and limits.
The Bank of Israel consumer guide describes the eligibility-loan interest as 0.5 percentage points below the published average CPI-indexed mortgage rate, or 3%, whichever is lower, with no early-repayment fee on that assisted portion. Confirm the current certificate and rate before relying on it.
3. Ordinary commercial mortgage
The remaining mortgage is underwritten by the bank. The standard maximum-LTV, payment-to-income, term and variable-rate restrictions continue to apply.
